Council often meets for SPA. SPA in this case is an acronym for a Council meeting with a: "Special Planning Agenda." A couple of Councillors dislike going on 'retreat.'
SPA is for strategic planning, growth planning, long-term financial planning, long-term infrastructure planning and more. The legislation says that they can only be used for long term planning and all remarks and comments are confidential.
I just hope we haven't put you off your own SPA.
