Nipawin MIC 2015: Economies of Scale -Regional Integrated Asset Management

Here are some notes from the second session this morning.
·         782 municipalities in SK

·         571 licensed waterworks

·         70 permitted pipelines

·         250,000 kms of roadways, more than every other province

·         Need to do more with less Form regional partnerships

·         Asset Management (AM) definition: a systematic way of making informed estimates about what the future will bring for your infrastructure, and being proactive about preparing for it.”

·         What you have has you. Infrastructure, the gift that keeps on taking.

·         AM is an integrated process bring together skills, expertise, and activities of people with information about a community’s physical assets, and finances so that informed decision can be made supporting sustainable services.

·         Post WW2 significant investments from senior levels of government

·         Sustainable service delivery is about finding new revenue sources and seeking cost efficiencies/cost containment

·         Why a partnership?

·         Money is tighter

·         Senior governments grants still exist but more difficult to obtain

·         Threshold for tax increases is limited

·         Local governments are looking for innovative financing

·         Privatization is not a four letter word

·         In many partnerships in Alberta each municipality pays an equal share and pays now regardless if they benefit later.

·         Recommendations

·         Communities knows best what needs to be done

·         Centralized technology for AM planning

·         Consideration to a travelling asset management resource (person)

·         Refocus capital grants around asset renewal versus adding new services

·         Build awareness to increases taxes and fees

·         Economies of Scale

·         Regional purchasing power

·         Regional water operator

·         Joint utility billing administration

·         Community cooperative (Waterwolf Planning)

·         Identify common need
