Kindersley Health Services Needs Assessment: Council Resolution

WHEREAS The Town of Kindersley, the Heartland Health Region and Saskatchewan Health contracted the services of Western Management Consultants (WMC) to: conduct a detailed review of demographic trends; inventory existing Primary Health Care (PHC) services available to residents in Kindersley and the catchment area; identify current PHC services gaps and project future health service needs; and, identify areas for improvement and recommend enhancements;
AND WHEREAS in providing the contracted services, the WMC process involved a
detailed analysis of available demographic and PHC utilization data as well as an extensive
stakeholder consultation;
AND WHEREAS some of the key findings in the WMC, Final Report, Primary Health Care
Service Needs Assessment, Kindersley, dated March 6, 2015 include significant population and shadow population growth projections over the next 20 years; a large service area provided by health care services out of Kindersley; a greater percentage of the population over the age of 65 compared to the rest of the province; lower education levels than the provincial average; the catchment area population has a higher incidence of smoking, heavy drinking, obesity, arthritis, high blood pressure and lung cancer than the provincial average; recruitment of physicians and other health care professionals is a challenge; stakeholders have identified women’s health and obstetrical services, mental health and addictions services; surgical services required to support obstetrics; chronic disease prevention/management, and therapy services (physiotherapy, occupational therapy and speech pathology) as required service improvements;
AND WHEREAS efforts are required to effectively engage stakeholders in setting clear a clear vision, mandate and service priorities for Kindersley and catchment area residents;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Town of Kindersley accept the report dated March 6, 2015 from Western Management Consultants (WMC) titled Primary Health Care Service Needs Assessment, Kindersley; and
FURTHER BE IT RESOLVED THAT the Council of the Town of Kindersley support the recommendations contained in the report and request that the Government of Saskatchewan’s Minister of Health and the Heartland Health Region work cooperatively and expeditiously towards implementing the report’s recommendations; and

FURTHER BE IT RESOLVED THAT the Council of the Town of Kindersley thank the Ministry of Health and its participating staff, the Heartland Health Region and its participating staff, the Kindersley Medical Arts Authority and the Kindersley physicians and health professionals, Western Management Consultants, and all participating stakeholders for their involvement in this collaborative process.
