Grade Two Class Visit

This morning I had a wonderful time with Elizabeth School's Grade Two class. They are learning about Kindersley and leadership and I was invited to speak about being Mayor and the Town a little bit.

The teachers sent me some questions and what follows are my responses.

1.       How do you become the mayor?
     ·         You have to be 18 or older
     ·         The mayor is elected during municipal elections
     ·         A candidate submits their nomination papers before the deadline and then campaign, that is, persuade people to vote for you
     ·         The person with the most votes after the election become Mayor
     ·         A couple of weeks later the Mayor, along with members of Council, are sworn in by a notary public

2.       How long can someone be mayor?
     ·         You can be mayor as long as people elect you to the office
     ·         John Hamlyn, 81, was first elected mayor of Crow Head NL in 1963. The community has a population of 250.

3.       How many people can run for mayor?
     ·         Whoever wants to run for mayor can run for mayor, there is no limit
     ·         Toronto, Canada’s largest city has 40 people running for mayor including a high school student Morgan Baskin

4.       Who else helps make decisions in our community?
     ·         Lots of people help with decision making
     ·         User groups or residents make suggestions or requests
     ·         They submit it to Council or Administration and we look at it
     ·         Administration does research on the idea and makes a recommendation
     ·         Council reads the Administrative report and also may ask close friends around them what they think
          ·         Example: soccer decides they need more space and time to allow children and adults to play soccer
               ·         They ask the town to buy turf so the rink can be used for soccer
               ·         Administration researches how viable it is including expense and its impact on existing groups and people who use the rink and make a recommendation
               ·         Council reviews the information and may ask soccer people for more information
               ·         Council decides yes or no and there are a lot of factors to consider

5.       What are some plans the town council is working on right now?
     ·         Strategic Plan
     ·         Asset Management Plan
     ·         Long Term Financial Plan including a 10 year Capital Plan
     ·         Organizational Effectiveness Plan
     ·         Infrastructure Needs Assessment
     ·         Phase 2 (West Central Community Centre) Needs Assessment
     ·         Culture and Economic Development Plan
     ·         Official Community Plan
     ·         Traffic Plan
     ·         Communication Plan
     ·         Landfill Assessment and Relocation Plan
     ·         Kindersley Health Services Needs Assessment
     ·         Budget 2015

6.       How does a law get made?
     ·         Laws are made through Council resolutions
     ·         A suggestion or idea is brought forward
     ·         The idea is researched to determine if it is a good law
     ·         The law is discussed by Council based on research and their opinions
     ·         A vote is taken
     ·         If a majority of Councillors vote in favour of the resolution then it is a law
            (We made a law to install photo radar so people won't speed on Ditson Road)

7.       Why do we have community laws or rules?
     ·         We have laws or rules for a number of reasons. Laws or rules help us:
          ·         Beauty: live in a beautiful community
          ·         Justice: a community that is fair
          ·         Fulfillment: live in a community that people can be vibrant
          ·         Relational: a community in which people can live with one another and resolve differences

8.       What do we do if people don't agree when they make decisions?
     ·         Disagreement is not a bad thing, it is good and healthy
     ·         Disagreement is only bad if we don’t handle it well
     ·         We can’t always get our own way
     ·         I believe our Council handles disagreement well
     ·         They key to handling disagreement is respect and grace
          ·         Respect that other have good reasons for their decisions
          ·         Grace to work towards the success of their idea
